This film tells a story of two non-Beijing parents, Hu Yang and Zhang Dongcui, who defiantly went to the Ministry of Education to take part in the citizen's rights defense for their children to take the college entrance examination in Beijing. In the summer of 2009, Hu Yang, a non-Beijing parent working in Beijing, encountered a headache: his daughter's household registration was not in Beijing, so she could not enroll in school in Beijing, which was a disaster for all non-Beijing children. Hu Yang and Zhang Dongcui, along with other students' parents, went to subways, shopping malls and other public places to collect signatures. By 2014, they had collected 100,000 signatures and insisted on going to the Ministry of Education every Thursday to petition for the removal of the household registration restriction for the college entrance exam. They sought fairness and justice along the way, unleashing the image of ethical, rational citizens.
